SB 1931 designates a section of Business U.S. Highway 83-S in Hidalgo County as the SP4 Rodolfo Valdez Memorial Highway. The Texas Department of Transportation is required to install markers at each end of the highway and at intermediate locations, subject to private funding for the signage​.
