Digest
SB 1942 directs the Public Utility Commission (PUC) to establish an interconnection program for large electricity loads in the ERCOT power region. The bill requires that large power consumers, such as industrial facilities or data centers, with a peak power demand of at least 75 megawatts, be prioritized in the interconnection queue if they agree to curtail power usage when directed and deploy their own behind-the-meter generation to maintain operations. The program must ensure that interconnection applications for participating large loads receive priority processing over non-participating loads. The bill also allows large electricity consumers to contract with pre-approved vendors for interconnection studies and infrastructure, bypassing traditional regulatory delays. The goal of the bill is to enhance grid reliability by ensuring that major energy consumers are capable of self-sustaining operations during grid stress events.
