SB 1994 requires that when considering the creation of certain conservation and reclamation districts, commissioners courts and the Texas Commission on Environmental Quality (TCEQ) must assess whether law enforcement, fire protection, and emergency services will be provided within the district. Additionally, the bill mandates that roads constructed in the district must be designed to allow fire trucks to turn around safely. The bill applies to water control and improvement districts, freshwater supply districts, and municipal utility districts created after its effective date​.
