SB 2378 requires the Texas Health and Human Services Commission to submit a biennial report on governmental opioid antagonist programs used to prevent and reverse opioid overdoses. The report must evaluate the distribution of opioid antagonists across the state, assess needs for such programs, establish a statewide saturation goal, and analyze funding sources, including state and federal allocations. It must also include recommendations for improving opioid overdose prevention, particularly among high-risk groups such as school-aged children, pregnant and postpartum women, and rural populations. The first report is due by October 1 of every even-numbered year.
