SB 2395 restricts how school districts use unspent proceeds from general obligation bonds. It eliminates a provision that allowed districts to repurpose bond funds for any use approved by the board of trustees. Now, unspent bond funds may only be used for their originally authorized purpose or to retire the bond debt. This restriction applies only to bonds issued at elections held on or after September 1, 2025​.
