SB 2458 revises the Medicaid audit process by enhancing the authority of recovery audit contractors to identify and recover Medicaid overpayments. It requires Medicaid providers and managed care organizations to submit necessary records upon request for audits and establishes an appeals process for disputes related to overpayment findings. The Texas Health and Human Services Commission is also authorized to contract with third parties to manage these audits​.
