SB 2700 directs the Texas Department of Insurance to conduct a comprehensive study on Texas’ current title insurance rate-setting system and assess the potential effects of adopting alternative regulatory models used in other states. The study will compare title insurance costs, claims, and premiums in Texas with those in other states and analyze the impact of different regulatory models on market competition and consumer protection. The findings must be submitted to the legislature by December 1, 2026, and the Act will expire on January 1, 2027.
