SB 2832 affects groundwater conservation districts by mandating that expiration dates for drilling, operating, or transfer permits be delayed while the permit is under litigation. If the permit is ultimately deemed valid, its expiration is extended for two years after a final ruling. The bill does not apply to litigation initiated by the permit holder or permit holders with unpaid fees, unresolved violations, or outstanding civil penalties.
