SB 366 updates the definition of "economically disadvantaged persons" for the purpose of state contracting with historically underutilized businesses (HUBs). It includes persons with disabilities and individuals identifying with diverse sexual orientations or gender identities. It also establishes certification requirements for HUB status and mandates the comptroller to set additional contract award goals.
