SB 399 requires biennial audits, starting in 2028, to evaluate the efficiency and effectiveness of state-provided homelessness services. The audit will assess outcomes such as housing stability, employment, and access to mental health or substance use treatment. Recommendations will be made to improve or consolidate programs and eliminate ineffective efforts​.
