SB 439 requires school districts under special investigations for financial or operational improprieties to obtain approval from the Commissioner of Education before entering or amending contracts binding for more than one year or involving severance payments to employees. Contracts not approved during these investigations are voidable. The law emphasizes oversight during financial and operational reviews, applying to contracts entered into on or after September 1, 2025.
