SB 451 restricts the use of public school funds to purchase instructional materials containing obscene or harmful content or listed as rejected by the State Board of Education. The bill also prohibits schools from adopting or using such rejected materials, including open educational resources, and clarifies that local funds may be used only for non-rejected instructional materials. The changes apply starting with the 2025-2026 school year​.
