SB 485 establishes disaster-related duties of care for landlords of multiunit complexes housing elderly, disabled, or child residents. Landlords must take reasonable precautions, ensure staff training, provide disaster information, and maintain communication during disasters. They are prohibited from abandoning the premises unless mandatory evacuation is ordered. Residents may sue for damages resulting from breaches of these duties.
