SB 713 reduces the surcharge for disposing of nonparty compact waste at the Texas Low-Level Radioactive Waste Disposal Compact Facility from 20% to 15% of the contracted rate. It also reallocates the surcharge revenue, with two-thirds directed to the environmental radiation and perpetual care account and the remainder to the host county. Additionally, the bill adjusts the remittance requirements for the storage of radioactive waste or elemental mercury, redistributing funds between the general revenue fund and the host county. The changes would apply to surcharges and remittances on or after September 1, 2025​
