SB 724 mandates that members of the governing boards of Texas public institutions of higher education must attend at least 75% of the board's meetings in person each year. Failure to meet this requirement results in a $1,000 civil penalty for the first violation, and ineligibility for reappointment to the same or any other governing board for subsequent violations. Any civil penalties collected must be used to provide scholarships for students at the institution. The Texas Higher Education Coordinating Board may adopt rules for enforcement, and the attorney general may pursue civil actions to collect penalties.
