SB 910 establishes a scrap tire remediation grant program under Section 361.0315 of the Health and Safety Code, administered by the Texas Commission on Environmental Quality (TCEQ). The program aims to reduce illegally disposed scrap tires in inland and coastal waters, public rights-of-way, and other public lands by awarding grants from a newly created scrap tire remediation grant account. Counties may use grant funds for purposes such as identifying and prosecuting violators of illegal scrap tire disposal laws, conducting public education campaigns to discourage illegal disposal, and removing and properly disposing of illegally dumped scrap tires. The scrap tire remediation grant account, a dedicated account within the general revenue fund, will be funded through legislative appropriations, federal and private grants, donations, and earned interest.
