SB 941 amends Sections 266.012(a) of the Family Code and 221.003(b) of the Human Resources Code to strengthen measures for identifying children at risk of commercial sexual exploitation. The bill requires that children entering the conservatorship of the Department of Family and Protective Services undergo a comprehensive assessment within 45 days, including a trauma screening, a validated screening for commercial sexual exploitation risk, and interviews with individuals familiar with the child’s needs. Additionally, juvenile probation departments must incorporate a screening for commercial sexual exploitation risk into their pre-dispositional risk and needs assessments, using tools approved by the Child Sex Trafficking Prevention Unit under the Government Code. The act takes effect on September 1, 2025.
