SB 951 restricts the governor's authority to extend states of disaster beyond 90 days unless approved by the legislature. It also establishes a joint disaster oversight committee composed of key legislative leaders to conduct hearings on such extensions. Additionally, the governor is prohibited from declaring a new state of disaster based on substantially similar findings after legislative rejection of a previous one.
