Digest
SB 960 establishes the Workforce Housing Program under the Texas Department of Housing and Community Affairs to provide financial assistance to developers constructing or rehabilitating workforce housing. Assistance comes in the form of below-market-rate mezzanine real estate loans covering up to 20% of initial development costs. To qualify, projects must allocate at least 75% of units for individuals earning no more than 120% of the area median income, with rental rates capped at 30% of tenant income. Developments must maintain affordability restrictions for at least 20 years. The bill also creates a workforce housing advisory committee to guide implementation and a workforce housing fund to finance loans. Any unused funds must be returned to the department after 36 months.
