SJR 66 proposes a constitutional amendment to allocate a portion of state sales and use tax revenue, as well as insurance premium tax revenue, to the Texas Water Fund. This fund is managed by the Texas Water Development Board to support water infrastructure and development. The resolution sets aside specific percentages of the fund for transfer to the New Water Supply for Texas Fund and establishes provisions for extending or modifying the allocations. The amendment will be put to Texas voters in the November 4, 2025, election​.
