Interim Hearing | Property Tax Relief & Local Government Spending

The Texas House Committee on Ways & Means will hold an interim hearing on Tuesday, September 15, 2026, at 10:00 a.m. in Room E2.012 of the Texas Capitol.

The committee will examine options to build upon property tax relief enacted during the 89th Legislature. Lawmakers will review school district tax rate compression, increases in the homestead exemption, the performance of the property tax appraisal system, and the sustainability of state tax revenues used to support ongoing property tax relief.

The committee will also study local government spending and debt practices, including the use of certificates of obligation and fees used by local governments to facilitate increased spending. Lawmakers will consider recommendations intended to improve long-term affordability by limiting the growth of local government spending.

The hearing will additionally review implementation of House Bill 103 (HB 103), concerning a database of taxing unit bond, tax, and bond-related project information, and House Bill 148 (HB 148), relating to qualifications and training for appraisal district board members. Agency oversight will include the Multistate Tax Commission and Texas Comptroller of Public Accounts.

Invited and public testimony will be heard. Public testimony will be limited to two minutes per witness.
