Biography

Rep. R.D. “Bobby” Guerra is a Democratic member of the Texas House of Representatives, first elected in 2012 to represent District 41, which covers portions of Hidalgo County in the Rio Grande Valley, including McAllen, Mission, Edinburg, Palmhurst, and Pharr. A practicing attorney for more than three decades, he earned his B.S. in Biology/Chemistry from Pan American University and his J.D. from Texas Southern University Law School.

Rep. Guerra began his legal career in 1985 with the Edinburg firm of Peña, McDonald, Prestia & Ibáñez, then joined Ewers & Toothaker in McAllen before opening his own practice in 1991. In 2012, he became managing partner of Guerra, Leeds, Sabo & Hernandez, P.L.L.C. (now known as Guerra & Sabo, P.L.L.C.), where he represents local city governments and businesses in state and federal courts across the Rio Grande Valley and South Texas. He was selected as a Thomson Reuters Texas Super Lawyer six consecutive years from 2006 to 2011. Earlier in his career, he worked as a news reporter and anchor for the ABC affiliate KRGV-TV Channel 5.

His public-service history runs deep in Hidalgo County. He served as elected State Bar Director for District 12 from 1996 to 1999, as President of the Hidalgo County Bar Association in 1993–94, and was elected Chairman of the Hidalgo County Democratic Party in 2000, serving two terms. He also served as President of the University of Texas–Pan American Alumni Association board in 2003 and was President of the Easter Seals Board of Directors in 2013–14. He is a Fellow of the Texas Bar Foundation.

For the 89th Legislative Session, Speaker Dustin Burrows appointed Rep. Guerra as Vice-Chair of the House Committee on Agriculture & Livestock, as well as to the House Committees on Energy Resources and Redistricting, plus the Select Committee on Congressional Redistricting.
