Biography

Rep. Caroline Harris Davila is a Republican member of the Texas House of Representatives, first elected in 2022 to represent District 52, which covers portions of Williamson County including Round Rock, Hutto, Taylor, and Granger. A lifelong Texan born and raised in Round Rock, she holds a Bachelor’s Degree in Communications from Thomas Edison State College and a Master’s Degree in Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin.

Elected at just 28 years old, Rep. Harris Davila is the youngest female Republican ever to be elected to the Texas House of Representatives. Before winning elected office, she worked as a legislative aide in the Texas House and as a policy adviser to State Senator Bryan Hughes, where she was involved in drafting and advancing conservative priorities including the Texas Heartbeat Act, election integrity reform, and legislation banning critical race theory in public schools.

In her freshman 88th Legislative Session, Rep. Harris Davila was named GOP Freshman Legislator of the Year by the Texas House Republican Caucus. She successfully passed SB 490 into law, which requires medical providers to issue itemized billing statements to all patients in the interest of medical price transparency.

Rep. Harris Davila and her husband Darrell Davila — Chief of Staff to Texas Lt. Gov. Dan Patrick — are active members of Central Baptist Round Rock, where she teaches Sunday School and serves on the Missions Board. For the 89th Legislative Session, Speaker Dustin Burrows appointed her as Vice-Chair of the Subcommittee on Workforce, within the House Committee on Trade, Workforce & Economic Development, and as a member of the House Transportation Committee.
