TPR Introduces the Texas Liberty Compact

On Texas Independence Day, Texas Policy Research formally announced the Texas Liberty Compact, a ten-point legislative agenda designed to restore structural discipline, fiscal responsibility, and constitutional balance in Texas government.

March 2 commemorates the 1836 Declaration of Independence, when Texas asserted its commitment to self-government. Texas Policy Research says the Compact reflects that same principle — that government authority must remain accountable, disciplined, and grounded in clear institutional boundaries.

“The Texas Revolution was about more than independence. It was about self-government,” said Jeramy Kitchen, President of Texas Policy Research. “Today, Texas does not lack legislation. It lacks structural direction. The Texas Liberty Compact is intended to provide that direction.”

The Compact outlines foundational reforms Texas Policy Research believes are imperative if Texas is to remain competitive, prosperous, and institutionally sound. The agenda includes:

  • End Taxpayer-Funded Lobbying
  • Limit Local Spending and Debt
  • Eliminate Property Taxes
  • Enable Truly Universal School Choice
  • End Corporate Welfare
  • Restore Legislative Supremacy
  • Protect Economic Liberty and Due Process
  • Make Government Transparent
  • Protect Free Speech and Digital Expression
  • Streamline and Modernize the Texas Code

The Compact is not a petition or campaign platform, but a governing framework intended to encourage policymakers to pursue structural reform rather than incremental fixes.

“These are not the only issues facing Texas,” Kitchen said. “But they are foundational. Property tax relief cannot be durable without spending discipline. Economic freedom cannot thrive without limits on administrative overreach. Long-term prosperity requires structural clarity.”

Texas Policy Research plans to reference the Texas Liberty Compact throughout upcoming legislative sessions and encourage lawmakers and candidates to adopt its priorities.

“Independence requires discipline,” Kitchen added. “On this Texas Independence Day, we are calling for reforms worthy of that tradition.”
