HB 1935 proposes that Texas join the Agreement Among the States to Elect the President by National Popular Vote. This interstate compact commits participating states to allocate their electoral votes to the presidential candidate who wins the national popular vote, provided that states representing a majority of electoral votes adopt the agreement. The compact will override conflicting state laws but defer to the Texas Constitution if conflicts arise. It will only take effect once states representing the majority of electoral votes have joined.
