HB 2720 enters Texas into the Agreement Among the States to Elect the President by National Popular Vote, committing the state’s electoral votes to the presidential candidate who wins the national popular vote, rather than the state's popular vote. The compact takes effect only when states representing a majority of electoral votes (at least 270) enact similar legislation. The bill allows Texas to withdraw from the agreement, but not within six months of a presidential election. If the Electoral College is abolished, the agreement terminates automatically.
