Digest
HB 3132 establishes mandatory reporting requirements for assisted reproductive technology (ART) providers, including those performing in vitro fertilization (IVF). The bill defines ART providers broadly, covering clinics, medical facilities, and healthcare professionals handling human eggs, sperm, or embryos outside the body. Providers must submit annual reports to the Texas Health and Human Services Commission detailing the number of embryos created, their outcomes, and instances of destruction, loss, or donation. Reports must also include data on miscarriages, stillbirths, multiple births, and cryopreservation storage. The state will compile and publish a public annual report summarizing ART outcomes, and providers that fail to comply may face administrative penalties.
