HB 4348 prohibits local governments from implementing roadway projects that reduce lanes for vehicular traffic in favor of bike lanes, bus lanes, or other non-vehicular uses. It also prevents municipalities from closing streets or alleys without state approval and voter approval. Violations may result in the loss of affordable housing funding for the local government​.
