SB 1993 prohibits local governments from reallocating existing roadway space to bike lanes, transit lanes, pedestrian refuge areas, or other non-vehicular uses. Cities and counties must receive approval from the Texas Transportation Commission (TTC) and hold a public election before closing or modifying a roadway. If a local government violates these rules, the Texas Department of Housing and Community Affairs (TDHCA) is prohibited from distributing affordable housing funds to that city or county until compliance is restored​.
