Digest
HB 979 modifies the criteria for determining resident status for tuition purposes at Texas public colleges and universities. It removes provisions that allowed undocumented students to qualify as state residents based on Texas high school graduation and continuous residence. Under the new rules, only individuals with federally authorized presence in the United States can be classified as state residents. The act takes effect on September 1, 2025.
