HB 997 permits health professionals licensed in other states to provide telehealth and telemedicine services to Texas patients without obtaining a Texas license. Such professionals must register with Texas regulatory agencies, adhere to state laws and standards of care, maintain liability insurance, and consent to Texas jurisdiction for legal disputes. The act ensures compliance and accountability in the provision of cross-border telemedicine services and takes effect on September 1, 2025.
