SB 471 allows health professionals located outside Texas to provide telehealth and telemedicine services to patients in the state without holding a Texas-issued license or certification, provided they are licensed in another state, register with the appropriate Texas licensing body, and comply with Texas laws and standards of care. This includes maintaining liability insurance and consenting to the jurisdiction of Texas courts​.
