HJR 3 proposes the establishment of the Dementia Prevention and Research Institute of Texas, along with the creation of a Dementia Prevention and Research Fund. The initiative aims to support medical research, prevention, and treatment efforts for dementia and related disorders. If passed, the Texas Constitution will be amended to transfer $3 billion from the state’s general revenue fund into this newly established fund. The institute will award grants to universities, research facilities, and private entities for studies on dementia, the development of treatments, and public health strategies to mitigate the impact of the disease. The governing body of the institute will include members serving six-year terms, and there will be strict oversight mechanisms to ensure the appropriate allocation of funds. The measure is set for voter approval in the November 4, 2025 election​.
