SJR 54 applies to the United States Congress to call a convention under Article V of the U.S. Constitution for the limited purpose of proposing amendments to impose fiscal restraints on the federal government, limit its power and jurisdiction, and establish term limits for federal officials and members of Congress. The resolution asserts that the federal government has overstepped its constitutional authority through excessive spending, unfunded mandates, and encroachments on state powers. Unless rescinded by a future Texas Legislature, this application remains valid until two-thirds of state legislatures apply for a convention on the same topics. The Texas Secretary of State is directed to send copies of the resolution to Congress, the President, and state legislatures​.
