Interim Hearing | Gambling, Fair Banking & Judicial Integrity

The Texas Senate Committee on State Affairs will hold an interim hearing on Tuesday, September 15, 2026, at 9:00 a.m. in Room E1.012 of the Texas Capitol.
The committee will examine the growth of prediction market gambling and the use of federal law to circumvent Texas gambling prohibitions, including platforms that allow users to wager on elections and other events. Senators will study the relationship between federally regulated derivatives markets and gambling prohibited under state law and consider recommendations to protect the integrity of Texas elections and sports.
Lawmakers will also examine “fair banking” practices, including instances in which banks and insurance companies close, restrict, or deny services to individuals, lawful businesses, or industries based on political, religious, or other non-financial considerations.
The committee will additionally study efforts by public advocacy groups to improperly influence the judiciary through biased informational seminars and consider protections intended to preserve judicial impartiality. Senators will also review potential violations of Texas alcohol laws involving retailers selling distilled alcohol under private labels and consider consumer protections under the state’s three-tier system.
Invited and public testimony will be heard. Public testimony will be limited to two minutes per witness.
