Rep. Harris is a fifth-generation Texan whose roots in the district run deep: his ancestors settled in Freestone County after the Civil War, and his great-grandfather was the last operator of the Wildcat Ferry on the Trinity River between Anderson and Freestone counties. He and his wife Taylor have three sons and one daughter, and the family is active at First Baptist Church Palestine, where he serves as a deacon. Before his legislative career, he was elected president of the Palestine YMCA Board of Directors and of the Palestine Young Professionals Network. He is also a graduate of the Texas Agricultural Lifetime Leadership (TALL) program and a member of the Texas Association of Realtors, Texas Farm Bureau, and a lifetime member of the National Rifle Association.

During the 87th Legislative Session, Rep. Harris served as Vice-Chair of the House Natural Resources Committee and as House Chair of the State Water Infrastructure Fund Advisory Committee, giving him a leading role in shaping Texas water policy. In the 88th Legislative Session, he chaired the Local & Consent Calendars Committee. He has received the 2025 Rainmaker of the Year award from the Texas Water Foundation, Legislator of the Year from the Texas Nuclear Alliance, and the Snorting Bull Freedom Fighter Award from the Texas State Rifle Association.

For the 89th Legislative Session, Speaker Dustin Burrows elevated Rep. Harris to Chair of the House Committee on Natural Resources. He also serves on the Calendars and Licensing & Administrative Procedures committees.
