Rep. David Lowe is a Republican member of the Texas House of Representatives, first elected in 2024 to represent District 91, which covers a portion of Tarrant County including Fort Worth, Haltom City, North Richland Hills, Richland Hills, and Watauga. He holds a Bachelor’s degree from American Military University, earned in 2018.

Born and raised in Dallas County, Rep. Lowe was adopted at a young age and enlisted in the U.S. Army after graduating from high school. Serving as a Military Policeman, he completed four overseas tours — including two combat deployments to Afghanistan — before retiring from the Army in 2015. He went on to a career in law enforcement, graduating from the Texas Peace Officer’s Academy in 2018 and working in both adult and juvenile detention facilities.
Rep. Lowe became active in Republican politics as a Dallas County Republican Party volunteer in 2016, earning the party’s Volunteer of the Year award in 2017. In 2020, he was appointed North Texas Regional Director for the Republican Party of Texas and has served as a precinct chair in both Dallas and Tarrant counties. He and his family reside in North Richland Hills.
For the 89th Legislative Session, Speaker Dustin Burrows appointed Rep. Lowe to the House Committees on Corrections and Intergovernmental Affairs, where he serves on the Subcommittee on County & Regional Government.
