A Houston attorney and one of the longest-serving members of the Texas House, Rep. Dutton has represented District 142 since 1985 across 21 consecutive legislative sessions. He chairs the Subcommittee on Family & Fiduciary Relationships under the Judiciary & Civil Jurisprudence Committee.
Biography
A native of Houston’s Fifth Ward, Rep. Harold V. Dutton, Jr. has represented Texas House District 142 in northeast Houston as a Democrat continuously since 1985. He earned a Bachelor of Business Administration in Accounting from Texas Southern University, where he was later named a Distinguished Alumnus by the TSU School of Business, and earned his Juris Doctor from TSU’s Thurgood Marshall School of Law. Before entering the Legislature, he worked at Conoco Inc. in corporate planning and economic analysis, served as Executive Director of Julia C. Hester House, and was President of Four Star Broadcasting, holding an FCC license to operate Houston-area UHF station TV-67.

During the 89th Legislative Session, Rep. Dutton serves on two House committees: the Committee on Judiciary & Civil Jurisprudence, where he chairs the Subcommittee on Family & Fiduciary Relationships, and the Committee on Public Education, where he sits on the Subcommittee on Academic & Career-Oriented Education. He is currently serving his 21st legislative session.
Rep. Dutton’s past committee chairmanships include the House Committee on Urban Affairs, the House Committee on Juvenile Justice & Family Issues, and the House Committee on Public Education (chaired during the 87th Legislative Session in 2021). He has previously served as Chairman of the Harris County Delegation.
House District 142 covers parts of Harris County including portions of Houston, Humble, Atascocita, Barrett, and the Sheldon community. Rep. Dutton operates the Law Offices of Harold V. Dutton, Jr. and Associates and has served as an Adjunct Professor at the TSU Law School. He is a member of Kappa Alpha Psi Fraternity and is a 32nd Degree Mason.
