Rep. James B. Frank is a Republican member of the Texas House of Representatives, first elected in 2013 to represent District 69. The expansive north Texas district covers 13 counties — Archer, Baylor, Clay, Cottle, Fisher, Foard, Hardeman, Haskell, King, Knox, Motley, Stonewall, Wichita, and Wilbarger — and is anchored by his hometown of Wichita Falls. He earned his Bachelor of Business Administration from Texas A&M University.

A businessman by background, Rep. Frank has built a career in the Wichita Falls business community over several decades. Across his seven legislative sessions, he has emerged as a leading House voice on health and human services policy, particularly child welfare and foster care reform, having previously chaired the House Committee on Human Services for multiple sessions.
For the 89th Legislative Session, Speaker Dustin Burrows appointed Rep.
