A longtime Denton County attorney first elected in 2022, Rep. Hayes is the first representative of the newly-created House District 57, which spans mid-Denton County. He serves as Vice-Chair of the Subcommittee on Family & Fiduciary Relationships and on the Pensions, Investments & Financial Services Committee.

Biography

Rep. Richard Hayes is a Republican member of the Texas House of Representatives, first elected in 2022 to represent the newly-drawn House District 57, which covers a band of mid-Denton County and includes Hickory Creek, Corinth, Lake Dallas, Shady Shores, Oak Point, Lakewood Village, Ponder, and portions of Denton, Argyle, Highland Village, Little Elm, Frisco, and several other cities. A graduate of Denton High School in 1971, he earned a B.B.A. in Management from Texas Christian University (1975), an M.B.A. from Texas A&M University (1976), and a J.D. from St. Mary’s University School of Law (1978).

Rep. Hayes began his legal career as briefing attorney to Adrian Spears, Chief Judge of the U.S. District Court for the Western District of Texas, and then served as an Assistant Criminal District Attorney in the Bexar County District Attorney’s Office in San Antonio. At age 32, he founded what is now Hayes, Berry, White & Vanzant, L.L.P., a law firm that has served North Texas since 1985 with offices in Denton, Gainesville, Flower Mound, and Celina. He is Board Certified by the Texas Board of Legal Specialization in both Commercial and Residential Real Estate Law, and served as President of the Denton County Bar Association in 1993–94 and as an elected State Bar Director from 1996 to 1999.

Rep. Hayes has been active in Republican politics for more than 35 years, having served as Chairman of the Denton County Republican Party from 1996 to 2002, as a delegate to every Republican State Convention since 1988, and as State Convention Parliamentarian under multiple State Chairmen. He currently serves as Parliamentarian for the Republican Party of Texas. He is a Life Member of the Republican National Committee and a member of the Board of Governors of the Council for National Policy. He was appointed by Gov. George W. Bush to the Texas Woman’s University Board of Regents from 1996 to 2002. A Professional Registered Parliamentarian, he has coached high school and college parliamentary procedure teams to multiple national and state championships.

For the 89th Legislative Session, Speaker Dustin Burrows appointed Rep. Hayes as Vice-Chair of the Subcommittee on Family & Fiduciary Relationships (within the Judiciary & Civil Jurisprudence Committee) and as a member of the House Committee on Pensions, Investments & Financial Services. He and his wife Helen, a licensed R.N. and retired public school nurse and teacher, have been married for 48 years. They have five children — one of whom serves on the Houston City Council — and eight grandchildren. The Hayes family are members of Immaculate Conception Catholic Church in Denton.
